  "summary": "New York State does not license or inspect dog boarding or daycare facilities. Agriculture and Markets Law Article 26-A licenses 'pet dealers' -- anyone who sells or offers for sale more than nine dogs or cats a year for profit -- and says nothing about boarding, grooming or daycare; a facility that boards animals it does not sell is not a pet dealer under Article 26-A. A bill to create a real state boarding-kennel license, the Safe Pet Boarding Act (adds a new Article 26-D to Agriculture and Markets Law, Senate bill S8510 / Assembly bill A9123, 2025-2026 session), would require an annual Department of Agriculture and Markets license, a $150 fee, and facility inspections -- but as of this check it is still pending in the Senate Agriculture Committee (referred there January 7, 2026) and is not law. New York State is, in that sense, the same shape as Texas and Florida: no state boarding register, full stop. What is different about New York City is that the city itself runs a real, mandatory permit regime for boarding kennels -- more substantial than the county registration fees seen in Orlando or Tampa, though still a local instrument, not a state one, and not joined to facility records here.",
  "boundary": "IMPORTANT -- New York State has no boarding-kennel license, no state inspection program and no state boarding-disclosure law; do not describe any facility in this market as state-licensed or state-inspected. New York City DOES run a real permit system (DOHMH Small Animal Boarding Establishment Permit, staff certification course, insurance proof, and Administrative Code vaccination/recordkeeping rules with a $250-per-violation penalty) that applies to boarding facilities inside the five boroughs of New York City (it does not reach Long Island, the Hudson Valley, New Jersey or Connecticut) -- but no public register of who holds that permit was found, and nothing here was checked against any registrant list. Nothing in the Dogs Away index measures or implies compliance with the NYC permit, the vaccination/recordkeeping rules, or any other city or state requirement. No page may state or suggest that a facility is permitted, unpermitted, licensed, unlicensed, compliant or non-compliant -- only that a fact was published, or was not found, on the facility's own site as of a given date.",

 "analysis": {
  "headline": "Seventy-nine New York-area facilities say someone stays the night with the dogs. Twenty-one say nobody does, and 15 of those 21 are Hounds Town locations repeating one FAQ sentence.",
  "body": "New York is a Tier C market at the state level. New York State licenses and inspects no dog boarding or daycare facility: Agriculture and Markets Law Article 26-A regulates pet dealers who sell animals, not operators who board them, and the Safe Pet Boarding Act, which would create a real state kennel license under a new Article 26-D, was still in the Senate Agriculture Committee at the September 2026 check. New York City is the exception. Its Health Code requires a Small Animal Boarding Establishment Permit from the Department of Health and Mental Hygiene, a supervisor who has passed a certified animal care and handling course, proof of workers' compensation and disability insurance, and pre-boarding vaccination records kept for twelve months, with a $250 penalty per violation. That regime stops at the city line. It applies to the 255 listings in the five boroughs, not to the 219 in New Jersey or the 168 on Long Island, in the northern suburbs and in one Connecticut town, and this record has not yet researched New Jersey's rules at all. No public register of NYC permit holders was found, so nothing here says any facility is permitted, licensed or compliant.\n\nThe market is large, and most of it is not New York City. The index covers the counties of the Census metro area plus places within 30 miles of downtown: 642 listings, of which we crawled and reviewed 488 websites in this pass. Counts of what operators publish use those 488 as the denominator; price uses all 642.\n\nOvernight staffing is answered more often here than in most markets, and the answers lean one way. One hundred of the 488 sites address it, 20.5 percent, against Dallas's 13.7 and Chicago's 20.9. Seventy-nine say a person is on site. Dog Hotel-Doggie Day Care-Paws Gurus Harlem is the most specific: \"A trained staff member sleeps in the same room as the dogs every night\". Pets a Go Go in Briarcliff Manor puts the rule in one line: \"if there is one pup in the building, there is a human there with them.\" Twenty-one say nobody stays, and the count needs reading. Fifteen of the 21 are Hounds Town franchises, from Dumbo to Yaphank, all citing \"an established routine for weekends and holidays\" in the same words. The six independent answers are sharper. Pet Grooming / Animal Boarding Inc. on Staten Island says: \"From 6:00 pm to 7:30 am all dogs are in kennels without staff present.\" Wag Club in Brooklyn offers cameras as the substitute: \"we do have cameras going on them all night that will alert us to anything going on.\" The Dan Gentile Dog Training Center offers a vet instead: \"we have a veterinarian on call 24/7 to address any emergencies.\" The other 388 sites say nothing either way.\n\nThe numbers that would let an owner compare supervision on paper are close to absent, as in every market indexed so far. Eight of 488 publish a staff-to-dog ratio. JoJo & Co Pet Club's two locations say 1:8, Executive Dog Lounge in Jersey City says 1:6, and Cassidy Ingram Dog Training is the only one to split it by setting: \"8 guests per handler while inside the facility, and 4 guests per handler while outside the facility.\" Two publish a playgroup cap, and they sit far apart: Executive Dog Lounge allows a \"Maximum of 12 kids per day\", while Paw Pals in Nanuet says \"Group sizes can be up to 30 dogs\". Five publish a capacity. Eleven publish what happens after an injury or a fight, and seven of those are the same Hounds Town sentence. DOGMA's two Manhattan locations give the version an owner can hold them to: \"we immediately separate the pups and contact you.\"\n\nSixty describe a play model, and 39 of them are all-day open play, with Dogtopia's franchises the largest single block. Fifteen build in rest periods. Four run structured rotation; Hidden Gem Kennels explains the choice as structure \"rather than letting them engage in free play all day.\" Two, Malibu Pet Hotel and Kerfree Kennels, do not mix dogs at all. Forty-two say how long a dog spends out of its room, and the answers measure different things: Pooch Play and Stay includes \"one 15-20 minute walk a day free of charge\", while Preferred Pet Care in Maplewood runs playgroups \"12 hours a day on weekdays\".\n\nAdmission rules are published more often, and here the split runs along the city line. Two hundred and twenty-five sites publish a vaccine list. All 225 require rabies and 222 require Bordetella. Canine influenza is required by 35 and recommended by 20; leptospirosis is required by 18. Twenty-four require a negative fecal test, 4.9 percent of the market, against 20.6 in Chicago and 16.8 in Boston. Where the facility sits matters: 12 of the 24 are in New Jersey and ten in the New York suburbs, but only two are among the 197 reached five-borough sites. Thirty-three state how long before arrival a Bordetella dose must be given, from 24 hours at Where My Dogs At? in Brooklyn to three weeks at Doggie Adventures in Garrison, and 11 of the 33 are K9 Resorts locations sharing one ten-day rule. One hundred and fifty-one say they verify the paperwork.\n\nOne hundred and thirty-nine publish a spay and neuter policy. One hundred and five require it outright, 22 only for group play and six for males only, at stated ages from six months to Doggie Adventures' two years. Five say they do not require it; Gracelane Kennels gives the reason: \"Since all of our guests are staying in their own rooms, we do not require this.\" Brooklyn Unleashed takes intact dogs and charges \"$30/day + tax\" more. One hundred and sixty-five address a temperament evaluation: 150 require one, 39 of those at no charge, 11 for some dogs only, and four do not, among them Paws in Chelsea's Brooklyn listing, \"No Temperament Test\". Forty publish a tour policy. Animal Loving Care declines walk-throughs because its dogs roam free, which it says makes them unsafe.\n\nPrice is where the boroughs separate from the rest of the market. One hundred and fifty-five of the 642 listings publish an overnight rate, 28.4 percent of the 545 sites our pricing crawler reached. The market median is $74 a night, level with Los Angeles and below San Francisco's $85, with the middle half between $60 and $89, a spread of 1.48x. Daycare runs a median $50 across 172 listings. That single number blends three markets. The 61 five-borough facilities that publish a rate have a median of $92.50, with the middle half between $80 and $100. The 59 in New Jersey have a median of $66, and the 35 on the New York suburban side $65. The five-borough median is higher than three-quarters of all published suburban rates.\n\nOne structural caveat applies to every count here. Thirty-two chain or multi-location websites each answer for two or more of the 488 reached listings, 121 listings in all. Dogtopia, Hounds Town, K9 Resorts and PetSmart's store pages alone account for 52. Each was confirmed against its own address before being counted, but a chain FAQ repeated across 15 locations is one policy decision, not 15.\n\nNone of this is a ranking and none of it is a judgment. A site that says nothing about overnight staffing or its injury policy is not thereby worse than one that does, and New York City's permit and vaccination rules apply to every five-borough facility whether its website mentions them or not. What the index measures is narrower: which of these facts you can find out before you pick up the phone."
