  "headline": "Fifteen of 39 San Diego websites say whether anyone is in the building overnight, the highest share of any market in the index. Five say nobody is, and four of those five are one Paw Commons page.",
  "body": "San Diego is a Tier C market. No California agency licenses or inspects a dog boarding facility, so there is no state license number to look up. What California has instead is Health & Safety Code Chapter 11, in force since 1 January 2017, which sets operating standards for any premises boarding four or more pets for pay and requires the operator to give the owner, before boarding, written information that includes the hours personnel are on site. That is the fact this index measures, and the law puts it on paper at the counter, not on a website. Enforcement is a local officer's notice to correct, with fines of up to $250 and then $1,000. Kennel licenses exist, but they are San Diego County and City of San Diego permits; no public list was found, and none was joined to any listing. All 39 listings have California addresses, so these rules cover every one.\n\nThe market here is the counties of the Census metro area, which for San Diego is the county itself, plus places within 30 miles of downtown: 39 listings. Twenty-three are dedicated boarding and daycare facilities, 14 are veterinary practices that board and two are groomers. Every one publishes a website, and we reached and reviewed all 39.\n\nFifteen of the 39 address overnight staffing, 38.5 percent. That is the highest share of the 31 city markets in the index; Los Angeles is at 28.0, Chicago 20.9 and Dallas 13.7. Ten say a person is on site. Fon Jon is the most concrete: \"There is a three-bedroom home located on the premises where we have two staff members able to attend to any needs that occur after hours.\" Three of the ten are Camp Run-A-Mutt locations sharing one FAQ line, \"we are staffed 24 hours per day\", and one, 24 Hour Dog Daycare, rests on its \"Open 24/7\" hours rather than a sentence about staff. Five say nobody is. Spring Creek Kennel & Cattery: \"Although we do not have any staff at the facility overnight, we do have 24-hour surveillance throughout the whole facility.\" The other four are the Paw Commons locations, whose shared boarding page puts it in a feature list: \"Staff on site from as early as 4:00 AM to as late as 12:00 AM\". It is the only answer in the market that gives the hours staff leave and return. The other 24 are silent, which under Chapter 11 is entirely lawful.\n\nOne site publishes a staff-to-dog ratio. Kamp Kanine does the arithmetic in public: \"Currently we have eight employees and average 75 dogs a day or about 9 dogs per staff member.\" None of Dallas's 328 reviewed sites publishes a ratio; four of Chicago's 320 do. One publishes a playgroup cap, Pupper Club: \"no more than 15 dogs per group\". Four publish a capacity, 10.3 percent against 2.1 in Dallas, from Camp Schultz's \"50 individual runs\" to Fon Jon's \"up to 100 dogs\". Six publish what happens when a dog is hurt or ill, 15.4 percent against 1.5 in Dallas and 4.7 in Los Angeles, three of them Camp Run-A-Mutt's chain terms. Doozydog! Club's is the plainest: \"In the event of an injury, we will notify you immediately, or if minor, we will advise you at check-out.\"\n\nFourteen describe a play model, and San Diego leans away from Dallas's open play: six run a structured rotation, four open play with enforced rest, and four open play all day. Fourteen say how long a boarded dog spends out of its room, and the answers do not compare. Camp Schultz's base package includes \"4 individual potty breaks per day\"; Spring Creek offers \"up to three 20-minute playtimes per day\" at $10 each; Dogtopia of Miramar promises \"10 hours of playtime in our off-leash playrooms\". Paw Commons sells the hours by tier, from two 30-minute sessions on Silver to all-day play on Platinum. Twelve offer an option for a dog that cannot do group play; six include it and six charge for it.\n\nAdmission is where San Diego publishes most. Twenty-one sites publish a vaccination list, 53.8 percent against 52.1 in Los Angeles, 47.0 in Dallas and 43.4 in Chicago. All 21 require rabies and distemper-parvo, and 20 require Bordetella; Dog Days San Diego's list names rabies, distemper and parvo and stops there. Canine influenza splits the market: six of the 21 lists require it, ten recommend it and five leave it out, and Snug Pet Resort, which publishes no full list, requires it too. Leptospirosis is required by eight listings, but those eight are three operators: Camp Run-A-Mutt, Paw Commons and Fon Jon. Five give a timing rule for vaccines, and only one reads as a hard cut-off: Wag Hotels wants Bordetella given \"at least three (3) days prior to check-in\". The other four are advice: ten days or two weeks. Fourteen say they will check the records, Alcala most bluntly: \"We must have vaccination records in-hand when your pet arrives, or they will not be permitted to check in.\" Two require a negative fecal test, Kamp Kanine and Snug, 5.1 percent against 20.6 in Chicago.\n\nEighteen publish a spay and neuter policy: eight require it outright, nine only for group play, and Dog Days requires it of males only, at 12 months. Other stated ages run from six months to ten. Seventeen address the temperament evaluation. Eleven require one, four of them free, and six require it only for some dogs; none say they skip it. All twelve that publish a tour policy will show you around.\n\nThirteen say whether they give medication, and here operators disagree most sharply. Paw Commons: \"Insulin injections can be done by experienced staff\". Alcala: \"We do not administer any medication that is given by injection.\" Fon Jon says where to go instead: \"We recommend boarding at your veterinary office in case your pet requires medical care during their dog boarding stay.\"\n\nTwelve of the 39 listings publish an overnight rate, 30.8 percent of the websites our pricing crawler reached, against 37.0 in Dallas and 39.9 in Chicago. The median is $75 a night, against $74 in Los Angeles, $85 in San Francisco and $50 in Dallas, and the middle half of the market runs from $74 to $82, a spread of 1.11x against 1.29x in Los Angeles. The tightness is partly an artifact: four of the twelve rates are Paw Commons' $75 Silver tier, sitting exactly on the median. Around it the published market runs from Spring Creek's $35 for a small dog to 24 Hour Dog Daycare's $105 social sleepover. Nine publish a daycare rate, median $50, against $48 in Los Angeles and $33 in Dallas.\n\nOne structural caveat belongs on every count here. Twelve of the 39 listings share a website with at least one other listing, across four sites. Paw Commons' four resorts share one boarding template, Camp Run-A-Mutt's three camps another, and The Animal Keeper's two listings one FAQ. Three VCA hospitals share a site that yields no policy values at all. So the ten overnight yeses are eight operators, the five noes are two, and the eight Leptospirosis requirements are three. In a market of 39, one chain's template moves a share by ten points.\n\nNone of this is a ranking and none of it is a judgment, and nothing here says whether any facility holds a local kennel license or meets Chapter 11; the index does not measure compliance. California decided that an owner should be told in writing, before boarding, when staff are on site, and it left the telling to the counter. What the index measures is narrower: which of these facts you can find out before you pick up the phone."
