The Texas Department of Licensing and Regulation's Licensed Breeder Program covers commercial dog and cat BREEDERS only — the threshold is keeping five or more intact adult females — and does not reach boarding kennels, daycares, or the veterinary practices that board. There is no state inspection regime, no public inspection record, and no state license number to look up. Dallas is the same Tier C picture as every other Texas market. Local requirements (zoning approval, a city business license, and in some jurisdictions a conditional use permit) are set city by city and are not published in a consolidated, machine-readable form.
