## Licensing

California does not license or inspect dog boarding and daycare facilities at the state level. What California has is a statewide standards law: Health & Safety Code Chapter 11, 'Pet Boarding Facilities' (§§ 122380–122388, SB 945, in force since 1 January 2017). It applies to any premises boarding four or more pets for compensation, sets operating standards and a written pre-boarding disclosure, but creates no license. It is enforced by local animal control, humane or peace officers issuing notices to correct, with fines of up to $250 and then $1,000. In San Francisco the Department of Public Health, Environmental Health Branch, requires a health permit to open or operate a pet hotel, boarding facility or kennel, with a public hearing on potential permit protests ($95 fee) and zoning and Fire Marshal referrals for newly built facilities. Veterinary hospitals were exempted from the permit from 1 September 2025 and overnight kennels and overnight pet shops still need it; the city's code and permit page speak of overnight kennels and do not address day-only daycare.
