What Sacramento places tell you up front

Seven of the 71 Sacramento-area websites we reviewed say whether anyone is with the dogs overnight, and six say someone is. The median published boarding rate is $55 a night, from 24 of 94 listings.

Sacramento is a Tier C market. California does not license or inspect dog boarding and daycare facilities, so there is no license number to verify and no inspection history to read. What the state has instead is Chapter 11 of the Health and Safety Code, in force since 2017, covering any premises that boards four or more pets for pay. It sets a floor: every pet observed at least once a day, the owner told immediately of sickness or injury, and either a monitored fire alarm or a sprinkler system. Before boarding, the operator must tell the owner in writing the hours staff are on site, the enclosure sizes, how dogs are observed and the daily schedule. Local animal control enforces it with notices to correct. None of it creates a license, and the disclosure goes to the customer, not onto a website. Kennel permits are local; unincorporated Sacramento County requires one but exempts for-profit facilities with a General Business License, and no permit has been matched to any listing here.

The market here is the counties of the Sacramento Census metro area plus places within 30 miles of downtown: 94 listings, every one at a California address, so one state's rules describe the whole market. Sixty-five are dedicated boarding and daycare facilities, 18 are veterinary practices that board, and 11 are groomers, trainers, sitters and similar businesses. Eighty-three list boarding and 44 daycare. Before the metro-wide sweep on 2026-10-20 the index held 15 Sacramento listings. Of the 84 with a website, we reached and reviewed 71, and every disclosure share below uses those 71 as the denominator. Ten listings have no website on file and thirteen have one we did not reach.

Seven of the 71 address overnight staffing, 9.9 percent, against 28.0 in Los Angeles, 19.7 in San Francisco and 13.7 in Dallas. Six say someone is there. Adventure Awaits Dog Daycare answers in capitals: "IS SOMEONE THERE OVERNIGHT? YES!" Grateful Dog Daycare says its "overnight staff sleeps, snuggles and stays with the dogs the entire night." At three the answer is that someone lives on the property: Prestige Dog Boarding & Training ("our trainers live on-site"), O'Brien Boarding & Training Kennel ("owners live on site") and 29 Palms Pet Resort ("PERSONNEL RESIDES ONSITE."). Wag Hotels - West Sacramento promises "dedicated caregivers onsite around the clock." One site says no, and it does so in the very terms Chapter 11 asks for at the counter. Cha Cha's Doggie Daycare: "Our team is here 6am-10pm, outside of those hours the pups are comfortably tucked into their suites." The other 64 are silent, which is entirely lawful; the hours are owed to the customer in writing, not to the public.

Supervision numbers are empty. None of the 71 publishes a staff-to-dog ratio, a maximum playgroup size or a staff certification. The nearest miss is Animal Den, whose "all-day off-leash playgroups will range upwards of 25-30 guests at a time." Two sites publish a capacity, both as runs: Happy Paws Kennels has "100 indoor/out door runs," and Blue Ridge Kennels has "42 runs available for busier times but average 25-30 dogs per night." One publishes an injury policy; at Cha Cha's, "the pet parent will be notified and the dog will be taken to the nearest emergency vet." None says what happens after a fight. No fire alarm or sprinkler statement was recorded for any site, though Chapter 11 requires one or the other.

Fifteen describe a play model. Seven run open play all day, three open play with rest breaks, two a structured rotation and three no group play at all. Grateful Dog's guests "play all day with the same dogs they will be sleeping with at night." Whitney Ranch Dog Retreat offers "No group dynamics." Thirteen listings describe an option for a dog that cannot do group play; at Wag Hotels it is a paid program, "starting at $40+" a day on top of the room. Nine say how long a boarded dog spends out of its room, and the answers do not compare: Arrowpoint Kennels sells ten-minute walks at $8 each, Animal Den lets dogs into its play yard "5-6 times/day," and River Dogs Resort promises "4-6 hours outside playtime."

Twenty-three sites publish a vaccination list, 32.4 percent against 52.1 in Los Angeles and 54.7 in San Francisco. Every one requires rabies and distemper. Twenty-two require Bordetella. Arrowpoint Kennels is the exception: "Bordetella (Kennel Cough) is not legally required but highly recommended." Canine influenza splits the market: seven require it, four recommend it and twelve leave it out. Leptospirosis is required by two, El Dorado Hills Pet Resort and The Nature of Dogs. Four sites say how long before arrival a Bordetella shot must be given, from three days at Wag Hotels to seven at Grateful Dog and O'Brien's Kennel and two weeks at Arrowpoint. Two require a negative fecal test, Adventure Awaits and Cha Cha's. Twenty say they check the paperwork rather than take an owner's word, 28.2 percent.

Sixteen publish a spay and neuter policy. Seven require it outright, six only for group play, and three say they do not require it at all. Moka's Doggy Daycare is the plainest: "We do not require spaying or neutering for daycare or boarding." Where an age is given it runs from six to twelve months. Fifteen address a first-visit evaluation. Nine require one, four more require one and make it free, and two require it only for group play. At River Dogs Resort every dog "MUST initially pass a Temperament Test before making reservations". Eight publish a tour policy and none refuses. Happy Paws keeps drop-in hours: "No appointment is necessary." Animal Den and River Dogs require an appointment.

Price is harder to find here. Twenty-four of the 94 listings publish an overnight rate, 28.6 percent of the 84 websites our pricing crawler reached, against 38.3 in Los Angeles, 34.6 in San Francisco and 37.0 in Dallas. The median is $55 a night, with the middle half of the market between $44 and $71, a spread of 1.61x. Los Angeles sits at $74, San Francisco at $85, Dallas at $50. Sixteen publish a daycare rate, median $38, against $48 in Los Angeles and $54 in San Francisco. Published starting rates run from $30 a day for a small or medium dog at Burleson Kennels to $110 a night at Whitney Ranch Dog Retreat, which also has the highest daycare rate, $70.

Two caveats belong on every count. Eighteen of the 94 listings share a website with at least one other listing, across four sites. Eleven VCA hospitals resolve to one vcahospitals.com template; only VCA Natomas Animal Medical Center publishes boarding policy we could curate, and the other ten carry at most one curated value each. Dogtopia (three), Camp Bow Wow (two) and PetSmart Doggie Day Camp (two) account for the rest. The second is reach. The only recall check on file, run on 2026-10-19 on the original 15 listings, found that 28 of 74 curated decisions came from pages the crawler had never opened. It has not been repeated for the facilities added since. An empty field here means not found on the pages we read, on the date we read them.

None of this is a ranking and none of it is a judgment. A home-style kennel where the owners sleep on site and a suite facility staffed from six in the morning to ten at night are different products, and experienced operators disagree in good faith about which a dog needs. California has decided the customer must be told the staffed hours in writing before boarding; it has not decided they must be published. What the index measures is narrower: which of these facts you can find out before you pick up the phone.
