What Los Angeles places tell you up front

Seventy-two Los Angeles facility websites answer the overnight question, the largest share of any market in the index with more than 100 sites reviewed. Two of them say nobody is there.

Los Angeles is a Tier C market. No California agency licenses or inspects a dog boarding facility. What it has is Chapter 11 of the Health and Safety Code, in force since January 1, 2017, which sets operating standards for any premises boarding four or more pets for pay and requires a disclosure few states ask for: before a dog is boarded, the operator must give the owner a written statement of drop-off and pick-up hours, the hours personnel are on site, the square footage of the enclosures, and the daily routine. No license stands behind it. Enforcement is a notice to correct, $250 for a first violation and up to $1,000 after. Permits are local: a City kennel permit inside Los Angeles, and in unincorporated county and its contract cities a County license with a pre-issue inspection and a published letter grade. Neither roll was joined to any facility here, the grade list does not cover the City, and the 81 Orange County listings answer to the same state chapter under local rules this record does not cover.

The index covers the counties of the Census metro area, Los Angeles and Orange, plus places within 30 miles of downtown: 333 listings, of which 309 are dedicated boarding or daycare businesses, 22 are veterinary practices and two are groomers. Two hundred seventy-seven publish a website, and we reached and reviewed 257 of them by October 2026. Seventy-two answer the overnight question, 28 percent. No other market with more than 100 reviewed sites is higher: Seattle 45 of 197, Chicago 67 of 320, New York 100 of 488, Dallas 45 of 328.

Seventy say a person is there. Canine Retreat: "Our staff actually sleeps in the park right alongside your dog every night — your dog is never left alone." The Hounds Club promises "an employee sleeping the Bunk Room with the dogs overnight, most likely sharing the bed with several canine buddies." Some describe a home rather than a building: Groom in West Hollywood boards dogs with its staff "from the comfort of their homes". Two say no, and say it plainly. VCA Kennel Club Resort & Spa in Torrance: "At this time, we do not have someone on property overnight." Pet Service Solutions in Pomona gives its hours instead and is not present overnight. The 70 yeses come from 59 separate websites. The other 185 sites are silent, which is lawful: under Chapter 11 the staffed hours exist in writing, at the desk.

Below that the numbers thin out. Five listings publish a staff-to-dog ratio, four businesses between them, and the figures run from Sitting Pretty's "one person to 5 to 7 dogs" to Pawparazzi's "1 Pack Leader to 15 dogs" and Paw Sweet Paw's "1 person per 15 pets" at its two Irvine buildings. Furball Fitness in Long Beach states a "10:1 dog to human ratio". Dallas and Houston produced none. Two publish a playgroup cap: Paw In Order keeps "small playgroups (5-10)", and Paws Paradise LA says "Our maximum is 6-8 dogs depending on size/temperament." One publishes a capacity, Smart Parke in Brea, with "117 spacious and high-end suites". Twelve listings, on 11 websites, say what happens when a dog is hurt, against 4 of 320 in Chicago and 5 of 328 in Dallas.

Forty-seven describe a play model. Twenty-seven run open play with scheduled rest, 16 open play all day, and two, Puparazzi and Westside Dog Gang, a structured rotation. Heavenly Pet Resort, two listings on one website, refuses the premise: "We will not socialize your dog with other dogs as a policy." Twenty say how long a boarded dog spends outside its room, in units that do not compare: Wag Hotels includes "(2) playtimes" with every overnight stay, The Bone Adventure promises "over 14 hours", and Canine Retreat a "100% cage-free environment, 24 hours a day".

Admission is where operators write the most. One hundred thirty-four publish a vaccination list, from 116 separate websites, and every one of them requires rabies. Bordetella is required by 130. Two only recommend it, and both West LA Dogs buildings leave it off. Canine influenza is required by 30, recommended by 33 and not mentioned by 70, and Calabasas Pawz Inn calls it "optional, as recommended by your veterinarian". Leptospirosis is required by 20 and recommended by 19. Eighty-eight say they will check the records rather than take an owner's word. Nine set a pre-arrival window, from Pawparazzi's "at least 24 hours at home after receiving a vaccine" to ten days at K9 Resorts and The Pampered Pet Hotel, which sets "a 3-day hold when administered orally or nasally".

The two counties write different rules. Twenty-two listings require a negative fecal test, and 21 of them are in Orange County: 21 of the 72 Orange County sites reviewed, against one of 185 in Los Angeles County, and that one is a Smart Parke location sharing its chain's page with two Orange County sites. Leptospirosis runs the other way. Twenty of the 93 Los Angeles County vaccine lists require it. None of the 41 Orange County lists do, and three recommend it. The 21 come from 17 separate websites. The data records the split. It does not explain it.

Eighty-nine publish a spay and neuter policy. Thirty-seven require it of every dog, 34 only for group play, seven only of males, and ten do not require it. Dog Resort, two listings on one website: "Neutered or not. Spayed or not." Six months is the most common age, at 24 listings, and the range runs to Paws Chateau's two years for males in open play. One hundred six address the temperament evaluation: 64 require one, 22 require one and say it is free, 18 require it only for some dogs or services, and two say they do not. Pet Service Solutions: "We never require temperament evaluations or tests!" Forty-five publish a tour policy, and two refuse, Bow Wow Bungalow because tours "would disrupt the routine, comfort, and safety of our dogs".

Price is published about as often here as in the other large markets. One hundred six of the 277 sites the pricing crawler reached publish an overnight rate, 38.3 percent, close to Chicago and Dallas. The median is $74 a night, level with New York, and the middle half of the market runs $65 to $84. The spread, 1.29x, is the narrowest of any market with more than 100 published rates; Dallas is 1.4x and Chicago 1.5x. Eighty-eight publish a daycare rate, median $48, against $50 in New York, $41 in Chicago and $33 in Dallas.

One structural caveat belongs on every number here. The 257 reviewed listings resolve to 220 separate websites, and 21 of those sites answer for 58 listings. Thirteen PetSmart Doggie Day Camp listings resolve to one store-locator site, which states only how dogs are grouped, a solo option and the housing type. Five more chains answer for three listings each from one site. Forty-three of the 257 sites disclose nothing curatable on any field: 26 dedicated facilities, 16 veterinary practices and one groomer.

None of this is a ranking and none of it is a judgment, and it is not a compliance check under Chapter 11, the City permit or the County code. A County letter grade, where one exists, tells you an inspector came. It does not tell you who is in the building at 3am. California decided in 2017 that an owner is entitled to know the hours staff are on site, and put the answer on a form at the counter. Seventy-two Los Angeles operators also put an answer on a website. What the index measures is narrower: which of these facts you can find out before you pick up the phone.
